Which citizenship, status or regional agreement creates the person's right to move/reside?

ECOWAS Protocol A/P.1/5/79 relating to Free Movement of Persons, Residence and Establishment gives Community citizens the right to enter, reside and establish in the territory of Member States, to be achieved in three phases, of which Phase III is the Right of Establishment.
