What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A group (class) refugee declaration under the Refugee Act, 1993: where the Executive Director considers that a class of persons are refugees as defined in the Act, he may, after consulting and obtaining the written concurrence of the Representative of the United Nations High Commissioner for Refugees, declare that class of persons to be refugees.

Which population, circumstances or geographic group does the mechanism cover?

A declaration may cover a class of persons who are refugees under the Act's definition, including persons outside their country of nationality owing to a well-founded fear of being persecuted for reasons of race, religion, nationality, membership of a particular social group or political opinion, and persons compelled to leave their place of habitual residence owing to external aggression, occupation, foreign domination or events seriously disturbing public order in part or the whole of their country of origin or nationality. Declarations are published in the Gazette.

    3. The Executive Director shall cause any declaration in terms of subsection (2), and any amendment or revocation thereof, to be published in the Gazette and in such other manner as he considers will best ensure that it is brought to the attention of authorized officers and persons to whom it relates.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Status arises from the Executive Director's declaration of the class, not from an individual application. A person expressly excluded from a class declaration may still apply individually for recognition of refugee status.

    8. If the Executive Director, in terms of subsection (2) of section three, expressly excludes or excepts any person from a declaration that a class of persons of which he is a member are refugees, such exclusion or exception shall not preclude the person concerned from applying in terms of subsection (1) for recognition of his status as a refugee.

What happens after the request: registration, family handling, major support and rights where officially stated?

Members of a declared class are 'recognised refugees'. Every recognised refugee is to be issued with an identity card and permitted to remain within Liberia under the Act. The Minister responsible for the Immigration Act shall endeavour to ensure that members of the family of a recognised refugee are permitted to enter and remain. In wage-earning employment, recognised refugees have the same rights and restrictions as non-citizens generally.

Which competent authority, UN body or official assistance channel should the person use?

The competent body is the Liberia Refugee, Repatriation and Resettlement Commission; its Executive Director is to endeavour to ensure adequate facilities and services for the reception and care of refugees within Liberia and to assist UNHCR in finding durable solutions, including voluntary repatriation, local integration and resettlement where applicable.
