Which citizenship, status or regional agreement creates the person's right to move/reside?

Citizenship of an EU Member State, an EEA country or Switzerland; entry and residence in Latvia are governed by Directive 2004/38/EC and the Latvian law on entry and residence of EU/EEA/Swiss citizens and their family members.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

A Union citizen gets a registration card as an employee, self-employed person, service provider (or employee of an EU service provider), student with sufficient resources and health cover, self-sufficient person with health cover, spouse of a Latvian citizen/non-citizen/permanent resident with resources, or person under trusteeship/guardianship in Latvia.

    A Union citizen is entitled to receive a registration card if: he/she is employed in the Republic of Latvia in the status of an employee; he/she is a self-employed person in the Republic of Latvia; he/she is a service provider or an employee of a person established in a Member State that provides services in the Republic of Latvia; he/she is a student of an educational institution registered with the Register of Education Institutions of the Republic of Latvia and he/she has sufficient resources for himself/herself not to become a burden on the social assistance system as well as a valid document issued by a Member State and certifying that the person is entitled to receive in the Republic of Latvia the necessary medical or emergency medical assistance, or he/she holds a health insurance policy. Within the meaning of this Regulation, sufficient resources shall be monthly income that corresponds to at least 50% of the amount of the minimum wage specified for the relevant period; he/she has sufficient resources for himself/herself not to become a burden on the social assistance system as well as a valid document issued by a Member State and certifying that the person is entitled to receive in the Republic of Latvia the necessary medical or emergency medical assistance, or he/she holds a health insurance policy; he/she is a spouse of a Latvian citizen or non-citizen or of a foreigner with the permanent residence permit in the Republic of Latvia, and he/she has sufficient resources for himself/herself not to become a burden on the social assistance system as well as a valid document issued by a Member State and certifying that the person is entitled to receive in the Republic of Latvia the necessary medical or emergency medical assistance, or he/she holds a health insurance policy; trusteeship or guardianship has been established in respect of him/her in the Republic of Latvia.

What entry, registration or residence-document formalities remain?

Stays up to 3 months need no registration; a valid ID card or passport is required. For residence for a definite period, OCMA issues the Registration Card of the Union Citizen (or an ID card with that entry); the PMLP page also lists cases in which a Union citizen staying longer than 3 months is not required to register with OCMA. The official source does not state the deadline for registering in Latvia.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

A non-EU family member of a Union citizen receives a residence permit for up to 5 years (or less if the Union citizen's expected stay is shorter), and a 10-year permit once they have the right of permanent residence. When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

A Union citizen may receive a permanent residence card after 5 years of continuous legal residence immediately before applying. The right of permanent residence can be lost after more than 2 consecutive years outside the country. The official source does not state absence rules during the 5-year period.
