The family member is brought under the investor's NI-B2 procedure: it applies to investors approved for investment in Lao PDR (holding an investment or concession licence and enterprise registration certificate), who submit the request to OSS, IPD, MPI; for the stay permit, investors (stockholders only) and family must have entered on an NI-B2 business visa.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Family members of foreign investors holding an enterprise registration certificate apply for business visas by preparing the set printed form and submitting it only to the Investment One-Stop Service Office of the Ministry of Planning and Investment. Where the investor holds a concession agreement with the Government of 10 years or more, the investor and family members can stay and receive a multiple-entry visa with 3-5 years validity. The official source does not state whether family members may work or how they could obtain independent or longer-term status.
