In addition to the residence-period requirement, applicants must show basic knowledge of one of Kosovo's official languages and of the country's culture and social organisation, verified through a written test organised by the Ministry of Internal Affairs. The test is waived for pre-school children, people who completed primary, secondary or higher education in Kosovo, people over 65 who are not employed and foreigners whose mother tongue is an official language of Kosovo. A minor with temporary residence may be granted permanent residence if one parent is a foreigner holding permanent residence, with the other parent's consent. Renewing the permanent-residence ID card requires a valid passport, a certificate of no criminal conviction, health insurance and proof of residential address.
