Which travellers require a transit visa/permission and which officially documented exemptions are important?
Under the Immigration Control Act, transit landing permission is available to foreign passengers aboard a vessel or aircraft (crew excluded) who are travelling via Japan to a destination outside Japan and wish to pass through Japan in order to depart within three days of landing from another port of entry/departure near the one they entered. The permission is granted on application by the captain of the vessel/aircraft or by the carrier. The official source does not state which nationalities need it or which travellers are exempt.

入国審査官は、船舶等に乗つている外国人で、本邦を経由して本邦外の地域に赴こうとするもの(乗員を除く。)が、上陸後三日以内にその入国した出入国港の周辺の他の出入国港から他の船舶等で出国するため、通過することを希望する場合において、その者につき、その船舶等の長又はその船舶等を運航する運送業者の申請があつたときは、当該外国人に対し通過上陸を許可することができる。
