Permanent Resident (Eijusha) status, granted through permanent residence permission under Article 22 of the Immigration Control Act (application to change to, or acquire, Permanent Resident status).
在留資格を有する外国人で、在留資格の変更を希望する者又は出生等により在留資格の取得を希望する外国人が、永住者の在留資格への変更又は永住者の在留資格の取得を希望する場合に行う申請です。

５年以上継続して本邦に在留していること
The residence must be held in Long-Term Resident (Teijusha) status. The official source does not state how other types of residence are treated.

Other conditions are good conduct; sufficient assets or skills for an independent livelihood; no fine or imprisonment sentence and proper fulfilment of public obligations (taxes, public pension and health insurance contributions, Immigration Act notifications); currently staying with the longest period of stay for the current status (until 31 March of Reiwa 9 a 3-year period is treated as the longest); no public-health risk. Applications are made at the regional immigration office with jurisdiction over the place of residence; the fee is 10,000 yen if granted and standard processing takes 4 to 6 months. The official source does not state residence card validity or rules on loss or revocation of Permanent Resident status.

（２）独立の生計を営むに足りる資産又は技能を有すること
イ 罰金刑や拘禁刑などを受けていないこと。公的義務（納税、公的年金及び公的医療保険の保険料の納付並びに出入国管理及び難民認定法に定める届出等の義務）を適正に履行していること。
ウ 現に有している在留資格について、出入国管理及び難民認定法施行規則別表第２に規定されている最長の在留期間をもって在留していること。
（注１）令和９年３月３１日までの間、在留期間「３年」を有する場合は、前記１(３)ウの「最長の在留期間をもって在留している」ものとして取り扱うこととする。
オ 公衆衛生上の観点から有害となるおそれがないこと。
