Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor is the applicant's husband or wife who is a second-generation Japanese descendant; separate document lists apply depending on whether that person is employed, self-employed or unemployed, and the guarantor is normally the second-generation spouse. The official source does not state the immigration or citizenship status the second-generation spouse must hold.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Evidence includes a certificate of acceptance of the marriage notification (only if the marriage was registered with a Japanese municipality); a marriage certificate issued by an authority of the applicant's home country; the questionnaire (質問書); and materials showing communication between the spouses (e.g. SNS records, call records).

What important financial, accommodation, insurance or maintenance responsibilities apply?

Where the second-generation spouse is employed, the documents are their certificate of residence (whole household), resident-tax (non-)taxation and tax-payment certificates for the latest 1 year, a certificate of employment, and a letter of guarantee. Separate document lists apply where that spouse is self-employed or unemployed.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The status granted is Long-Term Resident (定住者), with periods of stay of 5 years, 3 years, 1 year, 6 months or a period designated by the Minister (not exceeding 5 years). To request a 5-year period (except minors), proof of Japanese ability is required, e.g. 6 months or more of Japanese education at a designated institution, or B1-level ability such as passing JLPT N2. The official source does not state the application process, the rights attached to the status or a path to independent status.
