Which family relationships qualify?

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The supporter must be a Japanese national or hold Permanent Resident, Long-Term Resident or Special Permanent Resident status; the ISA gives separate document lists for a Japanese supporter and for a Permanent Resident / Long-Term Resident / Special Permanent Resident supporter.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Where a Japanese national is the supporter, the evidence is the Japanese supporter's family register transcript (with a certificate of acceptance of the adoption notification if the adoption is not recorded in it) and a birth certificate issued by an authority of the child's home country. Separate documents apply where the supporter is a Permanent Resident, Long-Term Resident or Special Permanent Resident.

What important financial, accommodation, insurance or maintenance responsibilities apply?

Where a Japanese national is the supporter, the documents are the supporter's certificate of residence (whole household); resident-tax (non-)taxation and tax-payment certificates for the latest 1 year; proof of occupation/income (certificate of employment; for the self-employed a copy of the tax return and business licence if any; if unemployed, copies of bank passbooks); and a letter of guarantee, the guarantor normally being the Japanese supporter. Separate documents apply where the supporter is a Permanent Resident, Long-Term Resident or Special Permanent Resident.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The child receives Long-Term Resident (定住者) status, residence permitted by the Minister of Justice for a designated period considering special reasons; periods of stay are 5 years, 3 years, 1 year, 6 months or a period individually designated by the Minister (not exceeding 5 years). Applications exist for a Certificate of Eligibility, change of status, extension and acquisition of status. The official source does not state the rights attached to the status or a path to independent or longer-term status.
