The athlete must be employed by a public or private organisation in Japan and compete as an amateur athlete for that organisation; a copy of the employment contract stating activity, period and pay is required.

The athlete must have previously participated in the Olympics, world championships or another international competition, and must be employed for the promotion and raising of the level of Japanese amateur sport at a monthly remuneration of 二十五万円 (two hundred and fifty thousand yen) or more.

Permitted activity is competing as an amateur athlete for the employing organisation. A spouse or child supported by the athlete may stay for daily activities.
