Which exceptional-talent, academic, scientific, artistic, technological, cultural or other profiles does the pathway target?

The route is for foreign researchers holding a valid residence permit for research issued by another EU Member State who enter Italy to continue research already started in that Member State (Art. 27-ter(11) Consolidated Immigration Act).

What achievements, recognition, awards, publications, reputation or other evidence establishes the required level?

The required level is set by status: the person must be a researcher holding a valid residence permit for research issued by another EU Member State, entering Italy to continue research already started there, under a hosting agreement concluded in that first Member State that provides for a research period in Italy.

Is an employer, nominator, recognised body, peer group or government endorsement required?

Yes, the research institute: the entry nulla osta is replaced by a communication from the research institute to the Sportello Unico Immigrazione of the Prefecture of the province where the research will take place, made within eight days of the researcher's entry into Italy, accompanied among other documents by a certified copy of the hosting agreement signed in the first Member State providing for a research period in Italy and a declaration of the Italian institute where the activity takes place.
