Which citizenship, status or regional agreement creates the person's right to move/reside?

Citizenship of an EU member state: the free-movement decree applies to any EU citizen who goes to or resides in a member state other than that of their nationality. The official source does not state the position of EEA or Swiss citizens.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

Residence beyond three months as: an employed or self-employed worker in Italy; a person with sufficient resources for self and family plus comprehensive health insurance; a student/vocational trainee at a recognised institution with sufficient resources and health insurance; or a family member accompanying or joining such an EU citizen. A former employed or self-employed worker keeps the right of residence when temporarily unable to work due to illness or accident.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

An EU citizen who has resided legally and continuously in Italy for five years has a right of permanent residence no longer subject to the conditions for residence. Continuity is not affected by absences totalling up to six months a year, longer absences for military service, or up to twelve consecutive months for important reasons (pregnancy, maternity, serious illness, study, vocational training, posting). The right is lost after absences of more than two consecutive years.
