Which athletes, coaches, technicians, officials or other sports professionals does the pathway cover?

This route covers foreigners who are to carry out any type of professional sporting activity with Italian sports clubs under law 23 March 1981, n. 91.

What club, federation, governing body or recognised organisation relationship is required?

The Italian sports club (società) receiving the sporting services requests a named declaration of assent (dichiarazione nominativa di assenso) from the Italian National Olympic Committee (CONI), on a professional or amateur (dilettantistico) basis, in compliance with law 23 March 1981, n. 91; this CONI declaration replaces the work authorisation (nulla osta).

What sporting level, achievement, professional status, recognition or other sports-specific condition distinguishes the pathway?

An annual maximum entry limit for foreign sportspeople performing professional or otherwise paid sporting activity is set by ministerial decree on a CONI proposal; the CONI divides it among national sports federations by a resolution approved by the supervising Minister, which also sets general criteria for assignment and registration (tesseramento) for each sporting season, including to protect youth academies. The quotas cover both salaried and self-employed services, are set on the basis of federal calendars and sporting seasons, and do not apply to coaches and athletic trainers.
