Which nationalities and age range can participate?
The signed2019 agreement provides the following terms for the Italy-bound route; current application availability remains unconfirmed because the two official administrators do not present a reconciled status. Eligible participants are HKSAR permanent residents with a valid HKSAR passport, or another travel document mutually agreed for the scheme, aged18–30 inclusive on the application date. The reciprocal Italian-national route is for entry to Hong Kong.

- Current availability remains unconfirmed: Italian Labour Ministry lists Hong Kong as operational, but the current Hong Kong scheme administrator lists13partners without Italy. Omission alone does not prove non-operation; the2019 Italian notice is historical, not a current negative. No later commencement notification or reconciliation was found. The signed terms below are conditional, not an assertion that applications are open.
