Which citizenship, status or regional agreement creates the person's right to move/reside?

The right derives from the EU citizen's free movement: other family members listed in art. 3 of the Italian free-movement decree (e.g. siblings of the EU citizen or spouse) are not entitled to a visa, but their applications are facilitated as long as they accompany or join the EU citizen; the visa carries a fee.

These other family members are covered only when accompanying or joining the EU citizen; visa applications not directly linked to the EU citizen's movement are treated as ordinary applications and granted only if the requirements of the requested entry type are met.

    Ai fini dell'iscrizione anagrafica, oltre a quanto previsto per i cittadini italiani dalla normativa di cui al comma 1, i familiari del cittadino dell'Unione europea che non hanno un autonomo diritto di soggiorno devono presentare, in conformità alle disposizioni del decreto del Presidente della Repubblica 28 dicembre 2000, n. 445 : a) un documento di identità o il passaporto in corso di validità; b) un documento rilasciato dall'autorità competente del Paese di origine o provenienza che attesti la qualità di familiare e, qualora richiesto, di familiare a carico ovvero di membro del nucleo familiare ovvero familiare affetto da gravi problemi di salute, che richiedono l'assistenza personale del cittadino dell'Unione, titolare di un autonomo diritto di soggiorno; c) l'attestato della richiesta d'iscrizione anagrafica del familiare cittadino dell'Unione.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Italy, under its national law, facilitates entry and residence of any other family member, of any nationality, not in the core family definition, who is dependent on or lived in the country of origin with the EU citizen holding the primary right of residence, or where serious health grounds require the EU citizen's personal care; and of a partner in a duly attested stable relationship (with official documentation). Italy carries out an extensive examination of their personal situation and must justify any refusal.
