Which exceptional-talent, academic, scientific, artistic, technological, cultural or other profiles does the pathway target?

The route is for holders of an EU Blue Card issued by another Member State who, after legal residence there, come to Italy visa-free to carry out highly qualified work for more than ninety days, subject to a nulla osta.

What achievements, recognition, awards, publications, reputation or other evidence establishes the required level?

The required evidence is a valid EU Blue Card from the first Member State plus at least 12 months of legal residence there (reduced to 6 months when moving on from a second Member State).

Is an employer, nominator, recognised body, peer group or government endorsement required?

For long-term mobility to Italy, the employer must submit a nulla osta application, indicating the details of the valid EU Blue Card issued by the first Member State and the valid travel document. The application can be submitted even if the holder is still in the first Member State.

The mobile worker receives the Italian 'Carta blu UE' permit. For the first twelve months of legal employment in Italy the holder may only do work matching the admission conditions, and employer changes need prior authorisation (deemed given after 15 days); parallel self-employment is allowed. Family members holding a valid permit from the previous Member State get a family permit within thirty days, if they resided there as family of the Blue Card holder and meet art. 29(3) requirements.

The Italian Carta blu UE permit is issued for two years with a permanent contract, otherwise for the duration of the employment plus three months. The official source does not state renewal or a longer-term residence path.
