What qualifying residence period is required and when does the period begin?

No residence duration is set; the study permit may be converted before it expires. University permit holders (degree, master's, doctorate) or those who came of age in Italy may apply before finishing studies; for training courses or traineeships only after completion (Article 14(6) of D.P.R. No. 394 of 1999).
