What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is recognition of a person as a victim of human trafficking, examined by the unit coordinating the fight against human trafficking and an advisory committee under the procedure based on Government Resolution 1862; recognised victims are entitled to services and rights for rehabilitation and protection.

Which population, circumstances or geographic group does the mechanism cover?

It covers persons for whom there is reasonable ground to assume trafficking offences are being committed; recognition requires prima facie evidence that one of the human-trafficking offences was or is being committed against them. Trafficking means transferring a person, with or without consideration, for purposes including prostitution, holding in conditions of slavery, forced labour, organ removal, bearing a child, committing a sexual offence, or participation in obscene publication or display. A police complaint against the offender is not required.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

This is a direct online application: the recognition form is filled in online (mojforms.justice.gov.il), with a copy of an identity document attached (passport, Population and Immigration Authority visa or ID card; the application can be submitted even without one) and any documents supporting the facts (e.g. affidavit, medical summaries, welfare reports). For urgent protection, Israel Police can be called on 100.

What happens after the request: registration, family handling, major support and rights where officially stated?

An automatic confirmation is emailed; the request goes to the unit coordinating the fight against human trafficking and an advisory committee; additional documents or an interview may be requested; the answer is emailed within 45 working days of submission or of completion of documents. Recognised victims are entitled to services and rights for rehabilitation and protection, such as protection in special shelters, legal aid and work visas for the rehabilitation period. The service is free of charge. The official source does not state family handling during the procedure.
