What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

This is a status regularisation after divorce from an Israeli citizen; if after the divorce the graduated procedure was stopped, the application is forwarded to the inter-ministerial committee for granting a status on humanitarian grounds.

Which population, circumstances or geographic group does the mechanism cover?

It covers foreign nationals who received status in Israel based on the spousal relationship with an Israeli citizen and have since divorced. If the graduated procedure was stopped under other circumstances and there are other special humanitarian reasons, the application is reviewed on its merits as an exception.
