Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The family members must be Israeli citizens; the applicant is a foreign national with a foreign passport who is not eligible for aliya under the Law of Return.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

For a spouse or partner in a civil marriage: documents on marital status covering all current and previous marriages (marriage certificates, divorce certificates, death certificate of an ex-spouse, certificate on absence of civil-status registration) plus birth certificate; the spouse must attend; all documents in original form. For a child: birth certificate, parents' marriage certificate and the other biological parent's permission (or court decision), adoption papers where relevant.

The applicant must apply in person: contact the Population and Immigration Authority office at the place of residence, receive an electronic application number and fill in the online form "Request for an Immigrant Visa / Status Change", selecting "Jerusalem, Ministry of Interior Applications"; instructions for scheduling an appointment at the Consular Department are provided on a separate page.
