What maximum stay, rolling-period rule, validity and entry rules apply?

The B/2 tourist visa usually grants a single entry and is valid for three months from the day it is granted; under the eVisa system, validity is up to 90 days at the consul's decision and the stay (up to 90 days) is determined by Border Control on arrival. Visa-exempt travellers use an ETA-IL, allowing a tourist stay of up to 90 days. The official source does not state a rolling-period rule.
