What exact activity, role or purpose qualifies?

The A/3 is granted to clergymen coming to fill a religious role at the invitation of a recognised religious institution; clergymen coming for any other visit apply for a B/2 tourist visa.

What organisation, institution, religious body, charity, teacher or host must support the activity?

The inviting religious institution submits the request in Israel (approval is sent to the consulate); the Department of Religious Communities must recommend that the invited clergyman will fill a role in a religious institution recognised by it.

What proves the placement, role, affiliation, experience or cultural/religious/voluntary activity?

A confirmation from the religious institution where the clergyman will serve that he will serve there and leave Israel at the end of his role; the inviter or a representative of the religious institution must be present; a copy of the foreign passport valid at least 6 months beyond the permit period.

How long can they stay, can they change host/activity, can family accompany, and can the status be extended?

A first clergy visa is as a rule issued while the foreigner is still abroad, with no change of status to A/3 inside Israel (exceptions go to the PIBA bureau manager); extensions are valid for one year and renewed each time for a further year; after more than 7 years on A/3, extensions are for two years at a time subject to the conditions; family members of A/3 holders are handled under procedure 5.10.0001. The official source does not state whether the host institution or activity can be changed.
