What exactly is the official special programme/status and why does it exist?

This route comprises two Hong Kong British National (Overseas) routes under the Isle of Man rules: the BN(O) Status Holder route and the BN(O) Household Member route. The official source does not state why the routes exist.

Which specific population, role, circumstance or historical/legal situation does it cover?

British National (Overseas) status holders who are ordinarily resident in Hong Kong, the Isle of Man, UK or Channel Islands, with their dependent partners and children (other highly dependent relatives may also apply). A separate Household Member route covers the adult child (18+, born on or after 1 July 1997) of a BN(O) status holder or their partner.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

Entry clearance before arrival, a tuberculosis certificate where Appendix Tuberculosis applies, and proof that the applicant can maintain and accommodate themselves without public funds for at least 6 months (for entry clearance or under 12 months' residence).

    HK 3.1. A person seeking to come to the Isle of Man as a BN(O) Status Holder must apply for and obtain an entry clearance as a BN(O) Status Holder before they arrive in the Isle of Man. HK 3.2. A person applying for entry clearance as a BN(O) Status Holder must, if Appendix Tuberculosis applies, provide a valid medical certificate confirming that they have undergone screening for active pulmonary tuberculosis and that this tuberculosis is not present in them.

    HK 6.2. If the applicant is applying for entry clearance, or is applying for permission to stay and has been in the Isle of Man for less than 12 months on the date of application, or where the applicant’s previous grant of permission was for 12 months Leave Outside the Rules following an unsuccessful application for the Hong Kong British National (Overseas) route, the decision maker must be satisfied that the applicant can adequately maintain and accommodate themselves without recourse to public funds for at least 6 months.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

Permission for 5 years or 30 months, as applied for. There is no access to public funds; work (including self-employment) is allowed except as a professional sportsperson or coach; study is allowed subject to ATAS. The routes allow work and study in the Isle of Man, UK and Channel Islands and lead to settlement, which requires English at B1 among other conditions. The official source does not state what happens if the qualifying circumstance ends.
