Which nationalities and age range can participate?

The 2026 Santiago guidance is for Chilean citizens ordinarily resident in Chile. Its introduction says applicants aged 18 to 30 inclusive may participate, but FAQ 14 says an applicant must be under 30 on the application date. Ages 18–29 satisfy both statements; the treatment of someone aged 30 is unresolved within this same official guidance.
