Which citizenship, status or regional agreement creates the person's right to move/reside?

British citizenship gives the right to live and work in Ireland under the Common Travel Area (CTA). The CTA predates EU membership, does not depend on it, and is reaffirmed in a UK–Ireland Memorandum of Understanding.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

With effect from 11pm on 31 December 2020, all non-EEA family members of UK nationals seeking to join or accompany them in Ireland must apply, depending on nationality, through a preclearance or visa scheme; the Preclearance Scheme applies only where the UK national came to live in Ireland after 31 December 2020. There is no automatic entitlement to family reunification. Covered family members include dependent parents aged 66 or older (Category 3). If approved, they get an initial 12-month permission as the family member of a UK national.
