Which travellers require a transit visa/permission and which officially documented exemptions are important?

Nationals of the listed transit-visa-required countries (Afghanistan, Albania, Bolivia, Botswana, Cuba, DR Congo, Dominica, Eritrea, Eswatini, Ethiopia, Georgia, Ghana, Honduras, Iran, Iraq, Lebanon, Lesotho, Moldova, Nauru, Nicaragua, Nigeria, Saint Kitts and Nevis, Saint Lucia, Somalia, South Africa, Sri Lanka, Trinidad and Tobago, Vanuatu, Zimbabwe) need a transit visa. Ethiopian citizens travelling directly Ethiopia-Ireland-USA/Canada with permission for those countries (or returning directly after lawful stay) are exempt.

    You do not need an Irish transit visa if you are a citizen of Ethiopia and are travelling on your national passport directly from Ethiopia via Ireland to the United States or Canada. You must have permission to travel to the United States or Canada. You will not need a transit visa to travel directly from the United States or Canada back to Ethiopia via Ireland. You must have been legally in the United States or Canada at the time of your departure.

Can the traveller remain airside, and under what circumstances must immigration control be crossed?

All transit passengers present to an immigration officer. Border control must be crossed when leaving the terminal for any purpose, including in some cases transferring between terminals; passengers should check with the airline whether they must pass border control.

Having to collect bags and re-check them for the onward flight means passing through border control. The official source does not state separate-ticket or self-transfer rules.

What maximum transit period, overnight, airport-change or multiple-stop rules matter?

At Dublin Airport a transit visa can be used only if both arrival and onward flights are in Terminal 2 between 04:00 and 20:00 on the same day; otherwise permission to enter (an entry visa if visa-required) is needed. Overnight transit requires passing border control because all Irish airports close at night.

An Irish transit visa, applied for online via AVATS (reason "Transit") from the home country or country of legal residence, ideally 3 months ahead; fee €25; decision generally about 8 weeks. Evidence includes itinerary and airline bookings/tickets and, where applicable, the visa for the destination country.
