Dependent parent joining an Irish citizen

I am the dependent parent If you are the dependent parent of an Irish national and wish to join them in Ireland, please note there are additional qualifying conditions and there is a higher minimum financial threshold. Read the information here carefully.

8.3 Adults, other than a spouse/partner, who claim dependency must satisfy the Minister that they are not a person of independent means and they have been and will continue to be dependent on the sponsor for their subsistence. They must also prove additional elements of dependency.

There is no minimum period of residence as a Category A sponsor (an Irish national).

Please note that the relative sponsoring you must have earned enough in Ireland , in each of the previous three (3) years , to meet the financial thresholds (see further down). This applies to all categories of sponsor.

Clear and legible copy of your passport (all pages). Copy of your birth certificate. Proof of relationship to sponsor (i.e. birth certificate of sponsor). Details of all family members resident in the State and their legal status in the State.

Health Declaration (eg a letter from your local doctor informing of your present state of health).

8.5 Dependency for present purposes, in respect of an adult, must be long term and sustained prior to the making of the application for family reunification. The dependency must currently be in existence, having continued while the dependent family member is living outside of the State. 35 See www.irishimmigration.ie/my-situation-has-changed-since-i-arrived-in-ireland/foreign-adoption-immigration-clearance-letter/ 17 | P a g e 8.6 The degree of dependency must be such as to render independent living at a subsistence level by the family member in his/her home country impossible if that financial and social support were not maintained. This may be due to a serious medical or psychological condition, for which official verifiable medical documentation must be submitted.

All sponsors (Category A, B and C) who wish to be joined by their dependent adult relatives (dependent parents, or dependent adult children with serious medical or psychological conditions) need to earn more than the relevant gross salary below, in Ireland, in each of the three. Please be aware that additional requirements apply for family reunification of this type, including a higher level of dependency. Please carefully review Section 8, Section 9 and Section 10 of the Non-EEA Family Reunification Policy Document before you consider making an application. 10.21.2 The sponsor will be required to sign a legal undertaking to the effect that they will bear complete personal financial responsibility for the relative, and that any State funds availed of by the relative will be reimbursed by the sponsor. Where deemed appropriate, a signed statutory declaration or written commitment to this effect may be requested, and the family may also be required to establish a financial bond for this purpose;

A sponsor for Stamp 0 permission will be required to provide detailed evidence of suitable accommodation for the relative, appropriate to their needs.

Stamp 0 does not allow you to access any public services, such as health services or public hospitals. You are required to obtain fully comprehensive private medical insurance which will ensure fully private health coverage. Health insurance coverage must include full private hospital cover; private room accommodation in private hospitals; and coverage of any non-elective inpatient treatments in high-tech hospitals.

You must be resident outside the State at the time of your application. Applications from dependent parents and adult dependent children who make an application for Stamp 0 from inside the State, or who enter the State as a visitor will not be accepted. All dependent parents and adult dependent children must apply for approval for Stamp 0 before they enter the State. Information on how to apply is below.

If you are visa required or non-visa required you must apply for permission by completing the TPER application form and sending the required documentation to: Join Family Dependent Adult Relative Immigration Service Delivery Department of Justice, Home Affairs and Migration 13-14 Burgh Quay, Dublin 2, DO2 XK70, Ireland If your application is successful, you will be issued with a letter of approval.

If you are an entry visa-required national, and you receive an approval letter while you are outside the State, you must apply for a D ‘Join Family’ Visa before travelling to the State.

You must then attend with your sponsor.

Your immigration permission will be valid for one year. If you wish to renew your Stamp 0 permission please complete the TPER Renewal Form and prepare your supporting documentation.

Immigration permission to join a sponsoring family member (who is an Irish National or non-EU/EEA and non-Swiss citizen) as a dependent parent, or an adult dependent child, is covered by the conditions of immigration stamp 0.
