Which family relationships qualify?

A dependent parent or an adult dependent child of a non-EU/EEA, non-Swiss sponsor (or Irish national) may apply; other family members are considered only in exceptional circumstances (Section 13 of the policy). Adults claiming dependency must show they are not persons of independent means and depend on the sponsor for subsistence.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor must have been legally resident in Ireland immediately before the application for at least two years as a Category B sponsor (e.g. Critical Skills Employment Permit holders, intra-company transferees, full-time non-locum doctors, hosted researchers, IIP investors, STEP entrepreneurs, approved scholarship/PhD students, ministers of religion) or five years as a Category C sponsor (e.g. General or Reactivation Employment Permit holders, eligible independent Stamp 4 holders). UK nationals, EU citizens exercising free movement, temporary protection beneficiaries, most students and Third Level Graduate Programme holders cannot sponsor under this policy.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Documents include the applicant's passport and birth certificate, proof of relationship to the sponsor (the sponsor's birth certificate), details of family members in Ireland and their status, and a health declaration. Dependency must be long term, sustained and continuing, such that independent subsistence living in the home country would be impossible without the sponsor's support (e.g. due to a serious medical or psychological condition, backed by official verifiable medical documentation).

What important financial, accommodation, insurance or maintenance responsibilities apply?

The sponsor must have earned in Ireland, in each of the previous three years, more than the 2026 gross thresholds (€96,929 for one dependent adult relative, €130,985 for two, €165,042 for three); must sign a legal undertaking to bear full financial responsibility and reimburse any State funds used (a financial bond may be required); and must provide detailed evidence of suitable accommodation. The relative must hold fully comprehensive private medical insurance (full private hospital cover), since Stamp 0 gives no access to public services. Only one sponsor's income is counted.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Applicants apply from outside Ireland (not as a visitor) for Stamp 0 approval on the TPER form by post to Join Family Dependent Adult Relative, ISD; visa-required nationals then apply for a D 'Join Family' visa, and all register at the Registration Office with the sponsor. The permission is Stamp 0, which gives no access to public services such as public health care, and is valid for one year, renewable on the TPER renewal form. The official source does not state a path to independent or longer-term status.
