Which citizenship, status or regional agreement creates the person's right to move/reside?

The ISD bases this right of residence on Article 20 of the Treaty on the Functioning of the European Union and the CJEU judgments in London Borough of Harrow v Ibrahim (Case C-310/08) and Teixeira v London Borough of Lambeth (Case C-480/08).

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

The EU national parent works or has worked in Ireland and the child is in full-time education in Ireland; in addition the applicant must have entered Ireland while the EU national parent was exercising rights there, currently reside in Ireland, be primary carer of an EU citizen child under 18 (citizen of an EU state other than Ireland) residing in Ireland, and have comprehensive medical insurance and sufficient resources for themselves and dependants so as not to be a burden on the State.

What entry, registration or residence-document formalities remain?

Apply by post on Form EUCC – Ibrahim/Teixeira (following pages 1–2) to Join Family, ISD, 13/14 Burgh Quay, Dublin 2, with photocopies and the completed checklist; incomplete forms are not processed. Evidence includes proof that the EU parent was exercising rights on the date the applicant arrived (e.g. a signed employment contract and payslips from that period).

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Two categories may apply: the parent or primary carer of a child of an EU national who works or has worked in Ireland where the child is in full-time education in Ireland, or the non-EU national child of such an EU national who is in full-time education in Ireland. The official source does not state the type of permission granted or the work or study rights attached to it.
