The MOFA Houston Arabic page says holders of US, UN Security Council permanent-member, EU, Canadian and Japanese passports are granted an entry visa at Iraqi airports/ports, but that is a different entry mechanism, not this route.

What maximum stay, rolling-period rule, validity and entry rules apply?

Under the Foreign Residence Law No. 76 of 2017, an ordinary visa allows the holder to enter Iraq once within 60 days of the date it is granted and to stay for that same period. The Director General of Residence may extend it once, for a double fee. On arrival, the foreigner must fill in and sign an arrival notification form and hand it to the residence officer at the border point. A foreigner who wants to stay longer than the ordinary visa allows must obtain a residence card from the residence officer before that period ends. The official source does not state a rolling-period rule.

The visa request requires a passport valid for at least six months, an application form with two photographs, ability to cover living costs for ordinary-passport holders, and a full address in Iraq, among other listed conditions.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

An expired visa cannot be extended; a new approval with new fees must be obtained. Exception: when the border is closed, the Passports and Residence centre at the border annotates the visa and allows entry without extension or new approval, for no more than seven days after the border reopens. The official source does not state where or how the normal visa is applied for.

    8. The expired Visa not extendable, but they can be to obtain a new approval with new fees, but in the exceptional cases, like, closing border, the center of Passports and Residence at the border, will explain the situation on the Visa and allows them to enter without an extension or requesting a new approval, but this should not exceed more than seven days from the re- open the border.
