Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

For E31E, the person joining is a child of a parent who holds a valid Indonesian ITAS, ITAP or limited-stay visa. The visa requires a sponsor who applies through evisa.imigrasi.go.id. The application asks for either a guarantee by an Indonesian-citizen sponsor or a commitment statement from the foreign parent, plus the parent’s current stay permit or visa. This visa cannot be used to join a Golden Visa holder as a family dependant.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The sponsor applies online through evisa.imigrasi.go.id; the Limited Stay Permit (ITAS) and Re-entry Permit are issued automatically when the holder is admitted at the immigration checkpoint. The holder may live and study in Indonesia, and may enter and leave Indonesia while the Re-entry Permit is valid. The stay is 1 or 2 years (applicant's choice) from arrival; the permit can be extended online and can be transferred to another stay permit. The official source does not state a path to status independent of the sponsor.
