Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

For E31C, the family member is the foreign child of a lawful marriage between a foreign national and an Indonesian citizen. The Indonesian-citizen father or mother submits the visa request; a sponsor must hold an evisa.imigrasi.go.id account and apply for the foreign child. The application requires evidence of the child’s birth and the parents’ marriage, plus the Indonesian parent’s family card.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Proof of birth is a birth certificate issued by the competent ministry or institution or, if born outside Indonesia, proof of the birth's reporting to an Indonesian representation or civil-registration authority. Proof of the parents' marriage is reporting or registration with an Indonesian representation or civil-registration authority plus the marriage certificate translated by a sworn translator, or the marriage book or certificate issued by the competent ministry or institution if married in Indonesia. The family card (KK) of the Indonesian father or mother is also required.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The sponsor applies online through evisa.imigrasi.go.id; the Limited Stay Permit (ITAS) and Re-entry Permit are issued automatically when the holder is admitted at the immigration checkpoint. The holder may carry out work-related activities or study, provided this has been reported to Immigration, and may enter and leave Indonesia while the Re-entry Permit is valid. The stay is 1 or 2 years (applicant's choice) from arrival; the permit can be extended online and can be transferred to another stay permit. The official source does not state a path to status independent of the sponsor.
