How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

The sponsor applies online through evisa.imigrasi.go.id; the Limited Stay Permit (ITAS) and Re-entry Permit are issued automatically when the holder is admitted at the immigration checkpoint. The holder may live in Indonesia as long as immigration rules are met, and may enter and leave Indonesia while the Re-entry Permit is valid. The stay is 1 or 2 years (applicant's choice) from arrival; the permit can be extended online and can be transferred to another stay permit.
