Which family relationships qualify?

The E31 family visa is split into subtypes covering: the spouse of an Indonesian citizen (E31A); the spouse of an ITAS/ITAP holder (E31B); the child of a lawful foreign–Indonesian marriage (E31C); a foreign stepchild brought into a lawful foreign–Indonesian marriage (E31D); the child of an ITAS/ITAP holder (E31E); a child with an Indonesian-citizen parent (E31F); the parent of an Indonesian-citizen child (E31G); the parent of a child holding ITAS/ITAP (E31H); and a child joining a sibling who holds ITAS/ITAP (E31J).

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

A sponsor is required and files the application on evisa.imigrasi.go.id from their own account. Depending on the subtype, the application is backed by a request letter from the Indonesian-citizen spouse or child, or by a guarantee from an Indonesian sponsor or a commitment statement from the foreign parent; for family of foreign residents, the relative's valid ITAS/ITAP (or limited-stay visa) must be supplied.

The applicant must prove living funds with a bank statement for the last 3 months, in the name of the applicant or the sponsor, showing at least USD 2,000 or the equivalent. The official source does not state an accommodation or health-insurance requirement.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

This route is a limited-stay visa allowing entry to and exit from Indonesia. The applicant chooses a stay of 1 or 2 years from arrival. The ITAS and the re-entry permit are issued automatically on admission at the border, and processing takes five working days after the visa fee is received. The stay permit can be extended online and changed to another stay permit; the official source does not state a path to independent status.
