The current Gaborone consular table places diplomats assigned in India on diplomatic passports under Diplomatic Visa D-1. It separately lists D-2 for diplomats on official visits, so the assigned diplomat population is the precise scope here.

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

For foreign diplomats/officials assigned in India and their dependent family members, visa applications (new issuance only as per bilateral agreements or for newborns, extension, conversion, transfer) are submitted online to the CPV Division of the Ministry of External Affairs via the e-FRRO portal; physical forms are not accepted, and applicants should apply at least 3 weeks before their visa or visa-free period expires.
