Which citizenship, status or regional agreement creates the person's right to move/reside?

The basis is citizenship of an EEA/EFTA state. The registration covers citizens of Austria, Belgium, Bulgaria, Croatia, Cyprus, the Czech Republic, Estonia, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, the Netherlands, Portugal, Poland, Romania, Slovakia, Slovenia, Spain and Switzerland. Nordic nationals (Denmark incl. the Faroe Islands, Greenland and Åland, Finland, Norway, Sweden) use a separate Nordic procedure.

EEA/EFTA nationals staying in Iceland longer than three months must register with Registers Iceland. Registration includes a legal domicile and an Icelandic ID number. Processing can take up to ten working days once all documents are received.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Non-EEA family members may live in Iceland on the EEA/EFTA citizen's rights: a spouse (married or cohabiting); children or grandchildren under 21 or dependent; dependent parents or grandparents; and a custodial parent living with an EEA/EFTA child under 18. For stays over three months, they must apply to the Directorate of Immigration for a residence card. If the EEA/EFTA citizen is a student, only the spouse and descendants under 21 qualify.
