When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

For a UK national who is a Withdrawal Agreement beneficiary, the Hungarian national residence card confers long-term resident status and an indefinite right of residence, distinct from the card document’s ten-year validity and possible additional ten-year extension. Applications now use only Enter Hungary; living conditions, healthcare eligibility and health status are not re-examined under the preferential process. The national residence card or earlier national permanent residence permit must be withdrawn if the holder leaves Hungary for more than five consecutive years, threatens public or national security, is subject to expulsion or entry/stay ban, or requests withdrawal. This is the protected pre-transition cohort; UK nationals newly arriving after the transition are subject to general third-country-national residence rules.
