What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

Temporary protection: upon application, Hungary can recognise Ukrainian nationals who were residing in Ukraine before 24 February 2022 as beneficiaries of temporary protection.

Which population, circumstances or geographic group does the mechanism cover?

Under Hungary’s current Act L of 2025, Chapter II, temporary protection covers Ukrainian nationals who were in Ukraine before 24 February 2022; stateless people and non-Ukrainian third-country nationals who had international protection or equivalent national protection in Ukraine before that date; and the family members of those groups specified by Council Implementing Decision (EU) 2022/382, Article 2(4). Hungary does not apply this temporary-protection chapter to the separate group whose basis is only a valid Ukrainian permanent residence permit before 24 February 2022 and inability to return safely and durably; that group is handled under general rules. This describes the population within the Hungarian scheme, not automatic recognition or an individual decision. A person applying for recognition remains an applicant until Hungary grants the status.

(4) Az (EU) 2022/382 tanácsi határozat 2. cikk (2) bekezdés ével összhangban Magyarország nem alkalmazza az (EU) 2022/382 tanácsi határozat menedékesekre vonatkozó rendelkezéseit azon hontalan személyek és Ukrajnán kívüli harmadik országok állampolgárai tekintetében, akik bizonyítani tudják, hogy 2022. február 24-e előtt az ukrán joggal összhangban kiadott érvényes állandó tartózkodási engedély alapján jogszerűen tartózkodtak Ukrajnában, és akik nem tudnak biztonságos és tartós körülmények között visszatérni származási országukba vagy régiójukba. (5) A (4) bekezdés szerinti személyek vonatkozásában az idegenrendészeti hatóság – az (EU) 2022/382 tanácsi határozat előírásaival összhangban – az általános szabályok szerint jár el.

What happens after the request: registration, family handling, major support and rights where officially stated?

For an applicant seeking temporary protection, the request is considered submitted after personal data are verified and recorded and biometrics taken. Until the plastic beneficiary card arrives, the humanitarian residence document issued on application proves identity, the right to reside in Hungary, the applicant’s status and accommodation address; that document alone does not authorise travel abroad. If it expires before the card arrives, the applicant must apply in person for its extension. An applicant may work in Hungary without a work permit, including through a temporary-work agency. If not covered by social security, the applicant is entitled to the listed free healthcare services, with emergency and specified vulnerable-person exceptions for specialist or hospital care. Minor applicants can enter public education on the same terms as Hungarian citizens, with free kindergarten or school education at compulsory ages. The county government offices’ protection committees arrange accommodation and care, with accommodation provided for people in need. The applicant is not entitled to a regular subsistence allowance until effective recognition. These are applicant-stage rights and do not establish that beneficiary status has already been granted.

On its own, the applicant’s residence document does not entitle its holder to travel abroad. With regard to the applicant’s stay in a country within the Schengen area other than Hungary, and thus his/her travel to a country within the Schengen area other than Hungary, please be advised to contact the aliens policing/border police authority of the foreign country of destination, as the asylum authority of Hungary does not have jurisdiction in this matter . If the period of validity of the residence document issued upon the time of application submission expires before the delivery of the (plastic card) document certifying beneficiary of temporary protection status, the applicant is required to appear in person before the authority and apply for the extension of the period of validity. Employment Ukrainian nationals holding a biometric travel document may undertake employment in certain shortage occupation positions without a permit immediately after their entry into the territory of Hungary. Health care A person applying for recognition as a beneficiary of temporary protection is entitled to the following health care services free of charge, if (s)he is not covered by social security : · primary care ; · specialised medical care or hospital care in cases of urgent need (a person in need of special treatment, e.g.: an unaccompanied minor, an elderly person, a disabled person, or a pregnant woman is entitled to specialised medical care and hospital care not only in cases of urgent need) ; · prenatal care, obstetric care ; · for persons entitled to public health care services – medicines ; · oncology patient care and other types of care for chronic patients ; · emergency dental care and orthodontic (i.e. tooth-retaining) treatments . Place of receiving care:  competent health care institution as per the place of accommodation of the person applying for recognition as a beneficiary of temporary protection. (See Point a) and b) of Section 3 (1) of Government Decree no. 196/2025 (of 8 July) and Section 44 (2) of Government Decree 301/2007 (of 9 November )) The person applying for recognition as a beneficiary of temporary protection must take with him/her his/her residence document and present it before the service provider concerned when using the listed healthcare services. 4.
