Which citizenship, status or regional agreement creates the person's right to move/reside?

The right derives from the EEA national: permanent residence status is granted to a third-country national family member of an EEA national who has resided legally and continuously in Hungary for five years, to a person who has retained the right of residence with regard to an EEA national and has done the same, and to a child born in Hungary to a parent who holds the right of permanent residence.
