What exactly is the official special programme/status and why does it exist?

Guernsey’s Hong Kong British National (Overseas) route has a Status Holder pathway. It is for BN(O) status holders themselves, their partner or spouse, their dependent children or grandchildren under the age of 18, and adult relatives with a high degree of dependency on the BN(O) or the BN(O)’s partner. (A separate BN(O) Adult Child pathway exists for the BN(O)’s or their partner’s adult children born on or after 1 July 1979 and that adult child’s own dependants.)

What sponsor, authority, nomination, certification, evidence or other step must occur before the status can be obtained?

Applications to Guernsey's BN(O) route must be referred to Guernsey for authority to issue or refuse. The application fee is GBP 193 for 30 months' permission or GBP 268 for 5 years' permission; the Immigration Health Surcharge is not payable for Crown Dependency BN(O) routes. The official source does not state any sponsor, nomination or certification step.

What immigration status and rights result, how long do they last, can family be included, and what happens if the special qualifying circumstance ends?

Applicants are granted permission for either a period of 5 years, or a period of 30 months (extendable for a further 30 months). Holders have no access to public funds; work is permitted, including self-employment and voluntary work, except employment as a professional sportsperson (including as a sports coach); study is permitted, subject to the ATAS condition in Appendix ATAS. Time spent in the UK and the Crown Dependencies counts towards the 5-year residency requirement for settlement, both in the UK and in the Crown Dependencies. The route covers the partner or spouse, dependent children or grandchildren under 18 and highly dependent adult relatives. The official source does not state what happens if the qualifying circumstance ends.
