Which citizenship, status or regional agreement creates the person's right to move/reside?

Family members, of any nationality, of UK nationals covered by the UK–EU Withdrawal Agreement (together with art. 10 of Law 4652/2020) may be granted a type K.2 residence permit.

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

Family members of UK nationals, of any nationality, who reside in Greece in accordance with EU law or came to reside by 31.12.2020 and continue to reside after that date, have a right of residence under the Withdrawal Agreement.

What entry, registration or residence-document formalities remain?

For K.2 family residence under the UK Withdrawal Agreement, the Greek Ministry separates two situations. Third-country family members already residing in Greece under EU law were directed to the local decentralised-administration one-stop service for replacement residence documents during the historical 1 January–30 June 2021 application window. Third-country family members arriving in Greece from 1 January 2021 to join a UK citizen protected by the Withdrawal Agreement are directed to apply within three months of arrival. The 2021 replacement window is a past transitional deadline; it is not presented here as the current deadline for later arrivals.

Which non-member-country family members can accompany or join, and what broad rights do they receive?

Third-country nationals entering Greece after 1 January 2021 as family members of a UK national who benefits from the Withdrawal Agreement may apply for the residence permit within three months of arrival. The official source does not define the eligible family members or state their broad rights.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

Protected family members enjoy EU-law rights for life unless they stop meeting the conditions. The new permit is valid 10 years if permanent residence has already been acquired, otherwise 5 years; a 5-year permit can be converted into permanent residence once 5 years of the family member's residence in Greece are completed, provided permitted absence periods are respected.
