Which citizenship, status or regional agreement creates the person's right to move/reside?

UK nationals (and their family members, of any nationality) covered by the UK–EU Withdrawal Agreement, together with art. 10 of Law 4652/2020, may be granted a type K.1 residence permit (K.2 for family members).

Under which circumstances can the person reside: worker, self-employed, student, jobseeker, self-funded person or another recognised basis?

UK nationals residing in Greece in accordance with EU law, or coming to reside by 31.12.2020 and continuing to reside after that date, have a right of residence under the Withdrawal Agreement. What entry, registration or residence-document formalities remain?

The residence document is a new document stating that it was issued under the Withdrawal Agreement (biometric, uniform EU format). UK nationals apply from 1 January 2021 with the required supporting documents to the local authorities of the Ministry of Citizen Protection. Greece chose a declaratory procedure (confirming an existing right) rather than a constitutive one.

When do permanent/long-term rights arise and what continuity, absence or retention conditions matter?

Protected persons enjoy EU-law rights for life unless they stop meeting the conditions. The new permit is valid 10 years if permanent residence has already been acquired, otherwise 5 years; a 5-year permit can be converted into permanent residence once 5 years of residence in Greece are completed, provided the permitted absence periods are respected.
