What exactly is the official special programme/status and why does it exist?

Greek residence permit type D.2: the residence permit for family members, within the category of residence permits for staff and members of diplomatic missions and consular authorities and for staff of international and European organisations notified to the Greek authorities (type D.1 is the permit for the staff themselves).
