What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

The permit is valid for 3 years and renewable for the same period while the conditions persist. A.4 permits give no access to the labour market. The official source does not state registration, family handling or support during the process.
