Which family relationships qualify?

The spouse or civil partner, and/or children: children of the applicant, spouse or civil partner who are under 18, or over 18 and in full-time education. The Chief Minister may at discretion allow another person to be treated as a family member.

Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The family member must be included in the main applicant's residence-permit application as an employee, a self-employed individual or a student (regulations 7, 9 or 10).

What important financial, accommodation, insurance or maintenance responsibilities apply?

If an employee or self-employed applicant wants a spouse or civil partner to live with them, they must pay an advance deposit equal to the total social insurance contributions payable under the employment contract for the first year, currently £2,121.21. It does not apply to student applications, is charged at the counter when the final application is submitted, and is refunded on leaving Gibraltar.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

Family members over 18 must be fully vetted by the country where they last habitually lived. If the main application is successful, the Authority grants a residence permit to every included family member. Unless otherwise stated, a residence permit is valid for one year. Residency gives the immediate family access to healthcare through the group practice medical scheme and schooling for children, but not elderly care, domiciliary care, housing or other social benefits. The official source does not state a route to independent or longer-term status for the family member.
