For the relevant traveller scope, is a visa, electronic authorisation, visa on arrival or no advance visa normally required?

Where a person appears before an Immigration officer without a visa, an Emergency Entry Visa (EEV) or Visa on Arrival may be granted, subject to conditions prescribed in the Regulations and conditions the officer may impose. ECOWAS member states and other selected African countries are exempted from obtaining a visa (entry subject to prescribed conditions); holders of Diplomatic or Service Passports of selected countries, persons in direct airside transit and holders of official passports of some specialized agencies are also exempted.

The emergency visa is for a traveller arriving without a visa who comes from a country where Ghana has no diplomatic mission or consulate, or, where Ghana has a representative, who is entering for an emergency assignment: travelling at short notice for business transactions, as a guest of the Government or member of a government-invited delegation, or a Ghana resident whose entry permit expired while abroad.

An emergency visa is valid for fourteen days from the date of issue. The official source does not state a separate maximum stay or rolling-period rule for Visa on Arrival.

What important funds, accommodation, invitation, insurance, onward-travel or passport evidence may be required?

For a personal application GIS asks for a bank statement, the bio-data pages of host and guest, a flight itinerary and a hotel reservation (business-entity applications attach company registration and tax documents). The Regulations require security by bond, deposit or letter of guarantee from the person guaranteeing the visit, and a valid passport or travel document.

Where/how is permission obtained when required, and under what important circumstances can a stay be extended or changed?

The application is filed in advance by the traveller's host with the Director of Immigration: GIS asks for a letter to the Comptroller-General of Immigration stating the country of origin, date of arrival, duration of stay, purpose of visit, travel itinerary and place of lodging. The visa is then granted by the immigration officer on arrival. The official source does not state whether an emergency visa can be extended or changed.
