Who may sponsor or bring the family member, and what immigration/citizenship status must that person hold?

The sponsor must hold an EU Blue Card, ICT card or mobile ICT card, or a residence title under §§ 18a, 18b, 18c(3), 18d, 18f, § 19c(1) (for listed senior/specialist/research/teaching roles), § 19c(2) or (4) s.1, or § 21 AufenthG.

What is important for proving marriage, partnership, parentage, custody, dependency or another qualifying relationship?

Reunification is refused for marriages concluded solely to obtain residence or where a forced marriage is indicated; both spouses must as a rule be at least 18. The official source does not list the documents required to prove the relationship.

How does the application work at a high level, what rights does the family member receive, how long does the status last, and how can it become independent or longer-term where officially stated?

No proof of basic German is required before entry, and family members may work. For Blue Card, § 18d/§ 18f and ICT sponsors the permit is issued for the sponsor's permit period; on breakdown of the marriage it is extended for one year as an independent right after three years of lawful marriage in Germany. A spouse of a § 18c settlement holder can get a settlement permit (§ 9(3a)). The official source does not describe the visa application steps.
