What exact status does accumulated residence lead to?

A settlement permit (Niederlassungserlaubnis) under § 18c AufenthG, which is an unlimited (permanent) residence title; issued to skilled workers without approval of the Federal Employment Agency.

What qualifying residence period is required and when does the period begin?

Three years holding a residence title under §§ 18a, 18b, 18d (researchers) or 18g AufenthG; two years if the person completed vocational training or a degree in Germany. EU Blue Card holders: 27 months of § 18g employment, reduced to 21 months with sufficient German. The period runs from holding the qualifying title or employment.

What absence/continuity rules affect accumulation of the qualifying residence period?

Each stay outside Germany that did not end the residence permit counts for at most six months; a residence title expires if the person leaves and does not return within six months (or a longer period set by the foreigners authority). For the EU Blue Card, and for residence permits under sections 30, 32, 33 or 36 granted to family members of a Blue Card holder, this period is twelve months.

Other conditions are 36 months of statutory pension contributions, a job the person may hold under §§ 18a/18b/18d/18g, German at B1, ability to cover living costs without state assistance, basic knowledge of the legal and social system, sufficient living space. Apply by appointment at the local foreigners authority; fee up to about EUR 150, paid on application. A settlement permit of someone lawfully resident for at least 15 years (and of the cohabiting spouse) does not expire under the departure rules if livelihood is secured (further conditions apply).
