What exactly is this: asylum, temporary protection, humanitarian admission, resettlement or another protection mechanism?

A residence permit ordered by the supreme Land authority, on a hardship request from a Land hardship commission, for a person enforceably obliged to leave, notwithstanding the normal conditions; it serves only the public interest and creates no individual right.

Cases where the hardship commission finds that urgent humanitarian or personal reasons justify the person's continued presence; a hardship case is as a rule excluded after criminal offences of considerable weight or if a return date is already fixed.

Where can protection be requested, and is this a direct application, border/in-country request, referral or other process?

Not a direct application: hardship commissions act solely on their own initiative (self-referral), and third parties cannot demand that a commission take up a case or decide in a particular way.

What happens after the request: registration, family handling, major support and rights where officially stated?

The order may take into account whether the person's livelihood is secured or a formal declaration of commitment (section 68) is given. If a person granted this permit who needs social assistance moves into another benefit authority's area, the social-assistance authority in whose area the permit was issued must reimburse the now-competent local social-assistance authority for up to three years from grant of the permit. Which competent authority, UN body or official assistance channel should the person use?

The hardship commission of the relevant Land, set up by Land government ordinance (which also sets its procedure and exclusion grounds), and the supreme Land authority, which may order the permit when the commission makes a hardship request; the ordering power may be transferred to other bodies. The commissions act only on their own initiative: third parties cannot require a commission to deal with a particular case or take a particular decision.
