Limits of the record
  • The law does not describe practical filing steps (where/when); the competent authority is in R5.

What happens after the request: registration, family handling, major support and rights where officially stated?

While in school, vocational training or university, receiving public benefits for own subsistence does not bar the permit. Family: parents (or custodial parent) of a minor beneficiary may get a permit; the spouse/partner and minor unmarried child living with the beneficiary should get one. The permit may be granted despite section 10(3) sentence 2.

Which competent authority, UN body or official assistance channel should the person use?
